To obtain an access card, you have to apply for a it at the nearest Office of Labor, Social Affairs and Family, in the social department.
Before that, however, you must undergo a medical examination in order to attach a medical certificate to assess a severely disabled citizen. Here you must put together all the medical records and all the findings from specialists.
When submitting the application and documented medical opinions, it is necessary to add two color photographs with the size as for the old ID card, ie 3 × 4 cm.
You will then be summoned for a medical examination by a medical examiner, where a decision will be made on the possibility of your invalidity and the possibility of receiving an invalidity pension. Within 30 days, you will receive a decision against which you can appeal, first to the Social Insurance Agency; if you are not satisfied, you can file it with the relevant district court.

Taxes and fees in town and municipality
If your municipality or city has an approved resolution or universally binding regulation on discounts for disabled people and people with disabilities, this is most often the case with the municipal waste collection fee, real estate tax, or dog fee , you can apply for a discount. You can also get a garage, flat or land tax rebate . Therefore, find out at the municipal or city officials about the possibilities of discounts and benefits for people with disabilities.
Exemption from fees for disabled people
Citizens with an access card may also be exempted from fees for issuing several documents regarding the vehicle and the holder of a disability card, for a dog with special training, for issuing a building permit for changes to residential buildings, for issuing a building permit for completed constructions. For the first registration of the holder of a motor vehicle of categories M1 and N1, if a car purchase allowance was provided under the Act on Cash Allowances for Compensation for Severe Disability, for permission to marry before a registry office other than the competent one and permission to marry outside an officially designated room.
Traveling by train, bus and public transport
From 17 November 2014, rail travel is free for all recipients of an invalidity pension. Holders of the Access card Slovak Rails provides a 50% discount on ordinary travel expenses in II. class of passenger trains. The holder of a card with a red stripe is also entitled to transport his guide free of charge and wheelchair in the company carriage. Traveling by bus brings a discount for the disabled, but this depends on the individual carriers and also applies to the disabled person's guide and guide dog. In some cities, it is possible to transport by public transport, completely free of charge or at a discount. If you hold a free train pass and are only a disabled pensioner, you must renew your pass every year. In addition to the pension certificate, you also need two photos.
Concession fees
- persons with an Access card are exempted from paying concession fees
- a photocopy of the Access card of the person with disabilities, or a decision on recognition as a citizen with a disability, the name of the electricity customer, the SIPO registration number, and the birth number must be sent to the RTVS address
Discounts on concession fees also apply to recipients of pension benefits and pensioners. In their case, the rate is halved.
Exemption from various fees
- from a fee of EUR 6.50 for the extension of the validity of the special vehicle identification card for holders of the Access card
- from a fee of EUR 9.50 for issuing a decision on the export or import of a dog with special training
- from the fee for issuing a building permit for alterations to buildings
- from the fee for issuing the approval decision for changes to completed constructions
- from the fee of the first registration of the holder of a motor vehicle of categories M1 and N1, and another registration, if a contribution from the competent authority has been provided for the purchase of the car
- from the municipal waste fee decided by the city or municipality
- from a fee of EUR 16.50 for permission to marry between Slovak citizens
- from a fee of EUR 66 for permission to marry outside an officially designated room
Parking card
It is issued to persons with disabilities, who are dependent on individual transport by car based on a valid decision. The holder of the card may park in places reserved for vehicles transporting persons with disabilities. When issuing the card, it is necessary to submit an ID and a photograph (3x3cm).
The motorway stamp (e-stamp) is obtained free of charge by the holder of the Parking card by sending the required documents to the address of the National Motorway Company.
